> The attached document shows the changes side-by-side with the previous regulation, here are the highlights:
> Updates were approved by the entire Academic Senate in February 2022. Because of the complexity and infrastructure changes needed, they have not yet been implemented. This informational email is the first step of the implementation.
> Language Requirement – adding alternative certification as a campuswide option for completing this requirement. Program catalog copy must list specifics for completing the language requirement if a program has one.
> Oral Qualifying Exam Committee
> Clarifying that majority members must be senate from student’s program.
> Changing the name of the “outside” member to “oversight” member. Clarifying what the role of the “oversight” member is.
> Adding pass/fail vote specifics
> Dissertation Committee
> Clarifying that majority members must be senate from student’s program.
> Dissertation – codifying current practice that dissertations are submitted to open access repository.

> Eligibility of Non-Senate Faculty to Participate and/or Chair Oral Qualifying Exam, Dissertation and Thesis Committees

> Graduate Council policy determines how the Graduate Division reviews and approves committee membership. This update is clarifying things we already do. Here are the highlights:
> Majority of committee members must be senate members from the student’s program.
> Oversight member must be senate, no exceptions.
> Adjunct and CE Specialists are treated as senate for committee purposes. No additional justification required.
> Non-senate requires CV and justification

> Great question! This is the first step, making you aware of the updates. I’m in the process of updating websites <https://live-ucr-graduate.pantheonsite.io/regulations-and-procedures>, Banner, documentation, etc. to reflect these changes. You may be aware, our office is working on R’Grad 2.0 planning to launch in Fall 2022. These changes will be reflected on the petitions in the upgraded system. After R’Grad 2.0 launches, enforcement will begin on these changes. I’ll communicate more, and schedule a meeting to discuss, as it get closer.
