UC Office of the President has advised the California Senate Bill 729 and the Department of Managed Health Care’s (DMHC) All Plan Letter 25-021 require large group health plans to expand infertility coverage and provide benefits without discrimination based on gender, sexual orientation, or marital status. To comply with these requirements, Health Net and Kaiser Permanente issued Evidence of Coverage (EOC) amendments reflecting the expanded infertility coverage.
The Health Net UC Blue and Gold HMO and Postdocs plans currently cover infertility diagnosis and treatments. The plan amendments (see links below) include the expanded coverage to comply with SB 729 by adding certain fertility services, including sperm retrieval, cryopreservation and storage, donor‑related services, and specified gestational carrier services.

The Kaiser Permanente HMO EOC amendment includes additional detail and specifies eligibility criteria, treatment requirements, donor services, and surrogacy‑related provisions. The amendment is pending final DMHC approval. Kaiser will update its microsite when the approved amendment becomes available.
