*Request for Input: NIH RFI on Limiting *
*Allowable Publishing Costs (NOT-OD-25-138)*
Dear all,
On July 30, 2025, the NIH issued a Request for Information on Maximizing
Research Funds by Limiting Allowable Publishing Costs
<https://grants.nih.gov/grants/guide/notice-files/NOT-OD-25-138.html>
(NOT‑OD‑25‑138)*. *In this RFI, NIH seeks input from the community on
proposed policy options to limit the use of grant publishing costs,
including article processing charges (APCs) and other publishing fees. NIH
proposes an effective date of January 1, 2026, with the policy applying to
all new and competing awards submitted on or after that date, and to
existing awards, contracts, and Other Transactions beginning with the first
budget or reporting period after January 1, 2026.
Summary of Proposed Policy Options:
NIH specifically proposes the following policy option for limiting
publishing costs:
1. Disallow all publication costs: NIH funds would no longer support
any publication costs through any funding mechanism.
2. Cap costs per publication at $2,000: NIH would limit allowable
direct costs to $2,000 per publication, with no limit on the number of
publications per award.
3. Cap costs per publication at $3,000 when peer reviewers are
compensated: While maintaining the $2,000 per publication baseline, a
higher cap of $3,000 per publication would be allowed for journals that
compensate peer reviewers. Similarly, there would be no limit on the number
of publications.
4. Cap total publication costs per award: NIH would limit total
publication-related spending to 0.8% of an award’s direct costs or $20,000,
whichever is greater, over the life of the award.
5. Cap both per-publication and total award costs: NIH would apply both
a per-publication cap of $6,000 and an overall award-level cap of 0.8% of
direct costs or $20,000 over the award’s duration.
Next Steps:
UCOP’s Office of Research Policy Analysis and Coordination (RPAC) is
considering preparing a systemwide comment letter in response to the RFI.
In such a comment letter, RPAC can:
· Express general support for NIH’s recognition that publication
costs, especially APCs, have become very high, and
· Encourage federal action to curb publisher fees where possible.
· Caution against overly restrictive policies that could limit UC
researchers’ ability to publish.
To inform this response, I would appreciate your input on the following:
· Your overall thoughts on the RFI,
· Which of the proposed policy options, if any, you support or have
concerns about, and
· Any additional thoughts or impacts you believe NIH should consider.
Timeline note:
*Responses to the NIH must be submitted by September 15, 2025. Therefore,
I’d appreciate your input by August 25, 2025, to allow time for letter
drafting.*

· *2026 SPECIALTY CROP BLOCK GRANT PROGRAM*
Each year, CDFA conducts a two-phase competitive solicitation process to
award funds to projects that enhance the competitiveness of California
specialty crops. Grant awards will range from $100,000 to $500,000 per
project; projects may last for up to two years and eight months. Non-profit
and for-profit organizations; local, state, federal, and Tribal government
entities (federally and non-federally recognized); and public and private
colleges and universities are eligible to apply.
Specialty crops include fruits and vegetables, tree nuts, dried fruits,
horticulture, and nursery crops (including floriculture). Please
