*Updated DoD Fundamental Research Guidance *
On August 4, 2025, the Department of Defense (DoD) published the Fundamental
Research Guidance

Such document provides updated guidance on DoD policies regarding
fundamental research, which is defined as basic and applied research in
science and engineering that is openly published and shared within the
scientific community, as per National Security Decision Directive – 189
(NSDD-189). The document also emphasizes that fundamental research should
remain unrestricted to maximize technological innovation and collaboration.
Key points:
1. *Definition and Policy*: Fundamental research is distinct from
proprietary or controlled research and should not be subjected to personnel
restrictions or publication reviews that impose export control regulations.
2. *Implementation in DoD*: NSDD-189 is implemented through the Carter
Memo (2010), which designates research funded by the 6.1 budget activity
and 6.2 research conducted on university campuses as fundamental unless
controls are mandated.
3. *Higher budget activities* (6.3 and above) may also be designated as
fundamental at the discretion of the DoD.
4. *Determination of Fundamental Research*: Research topics should be
designated as fundamental pre-award using the Fundamental Research Review
in the S&T Protection Guide. This designation should rarely be reassessed.
5. *Benefits*: Fundamental research fosters innovation, collaboration,
and technological advancement, providing a competitive edge for the DoD.
Restricting such research risks losing transformative ideas and access to
top scientific talent.
6. *Guidance for Program Managers and Awardees*: Program managers and
contracts officers should avoid imposing publication reviews, unnecessary
security vetting, or pre-approval conditions for personnel additions on
fundamental research awards. Portions of awards or consortia may be
designated as fundamental even if the overall topic requires controls.
7. *Prime Awardees*: Prime awardees are encouraged to request
fundamental research designations for sub-awardees, particularly
institutions of higher education.
