Invitations to DARPA Forward conference series
Dear Colleagues,
Earlier this year, UC San Diego was invited to be among six of public research universities to host the upcoming Defense Advanced Research Projects Agency (DARPA) conference series called DARPA Forward.
Running from August to December 2022, the initiative seeks to connect with communities of talent and energize regional innovation ecosystems involved in developing and advancing breakthrough technologies for national security.
As a university founded on 500 acres of land from the Navy and as a region known for our longstanding commitment to progressing Department of Defense research initiatives, San Diego was an obvious choice to host the last in the series of hybrid two-day conferences. UC San Diego is proud to take part.
Senior defense leaders from DOD will be in attendance, December 13 and 14, to discuss their emerging needs. This will be extremely useful to investigators looking to craft proposals addressing the big ideas that will transform national security.
I encourage you to make your associates, deans, faculty, staff and students in relevant fields aware of the conference. This is a great opportunity to network and gain a better perspective of future funding and innovation pushes. Attendance can be done virtually or in-person, so there are flexible options for participation at UC San Diego or one of the other national sites.

BIS publishes an advance notice of proposed rulemaking (ANPRM) concerning Technology Export Controls on Instruments for the Automated Chemical Synthesis of Peptides.
This ANPRM requests feedback from the public and U.S. industry concerning certain instruments for the automated synthesis of peptides (automated peptide synthesizers) that have been identified by BIS for evaluation according to the criteria in Section 1758 of the Export Control Reform Act of 2018 (ECRA) pertaining to emerging and foundational technologies.
Background as provided in the ANPRM: Recent advances in peptide synthesis technology and instrumentation have increased both the speed of peptide synthesis and the length of peptide products, including peptides and proteins greater than 100 amino acids in length. Most protein toxins that are controlled under Export Control Classification Number (ECCN) 1C351 on the Commerce Control List (CCL) (ref. Supplement No. 1 to part 774 of the EAR<https://www.ecfr.gov/current/title-15/subtitle-B/chapter-VII/subchapter-C/part-774>) are over 100 amino acids in length and have an average length of 300 amino acids (with the notable exception of conotoxins, which range between 10-100 amino acids in length). Consequently, absent the imposition of additional controls on the export, reexport or transfer (in-country) of certain peptide synthesis technology and instrumentation (e.g., automated peptide synthesizers), there would be an increased risk that such technology and instrumentation could be used to produce controlled toxins for biological weapons purposes.
BIS welcomes comments on this ANPRM that would address, but not necessarily be limited to, the current state of the development of these synthesizers, their availability and predominate applications, the availability of custom peptide synthesis services, near-term developments in peptide synthesis technology, the impact that Section 1758 export controls on these synthesizers would have on U.S. technological leadership in this field, and the effectiveness of such controls in limiting the proliferation of this technology abroad. Comments must be received by BIS no later than October 28, 2022.

The 2023 Department of Pesticide Regulation (DPR) Research Grants and Alliance Grants Program Solicitation periods are currently open!
This year, DPR has funding of $4.65 million to support the State's goal of transitioning to system-wide adoption of safer, more sustainable pest management practices.
The Alliance Grants Program provides annual funding for projects that promote or increase the implementation, expansion, and/or adoption of effective, proven, and affordable integrated pest management (IPM) systems or practices that reduce public health and environmental risks in agricultural, urban, or wildland settings through Alliance Teams.
The Research Grants Program provides annual funding for projects that advance IPM knowledge in agricultural, urban, or wildland settings through traditional research.
Due to the increased funding available this year, the 2023 Alliance Grants Program will award eligible projects with budgets ranging from $50,000 to $1.5 million while the Research Grants Program will award projects with budgets ranging from $50,000 to $3.15 million.

Announcement - UC Merced Vice Chancellor for Research
Dear colleagues,
It is with mixed feelings that I have to share that Senior Associate Vice Chancellor for Research and Economic Development Gillian Wilson has been appointed UC Merced's new Vice Chancellor for Research, Innovation, and Economic Development. Gillian's last day at UCR will be September 30.
Having joined UCR in 2007 as a professor of physics and astronomy, Gillian also serves as director of the university's Multidisciplinary Research Building, Assistant Research Integrity Officer, and as UCR Director of the California Institute for Telecommunications and Information Technology. She has previously held roles as Interim Divisional Dean for Physical Sciences and Mathematics, Chair of the College of Natural and Agricultural Sciences Executive Committee, Chair of the Research and Economic Development Advisory Board, and Interim Deputy Director of the University of California Observatories. Gillian has been a very valuable member of the RED team. Among other contributions, she developed a successful program to help our junior faculty apply for the prestigious NSF CAREER Award, through which we have reached record numbers of awardees in recent years.
Please join me in congratulating Gillian on this new leadership role at UC Merced and thanking her for her 15 years of service and contributions to RED and UCR. We will greatly miss Gillian but are excited for her and looking forward to further collaboration between our two campuses.

National Research Administration Day is observed annually on September 25th to recognize the contributions made by administrators every day. Research administrators serve an important role in supporting research (e.g., they assist the faculty and researchers, protect the institution, and assure sound stewardship of sponsored research dollars).

Grants.gov Cloud Migration and Extended Downtime for September 2022
Grants.gov is being migrated to the cloud. To ensure a smooth and successful transition, an extended period of downtime has been scheduled for Grants.gov.
Although the transition is expected to be completely seamless to applicants, we have compiled the following Q&A to address the primary questions and concerns of applicants regarding the migration.
Why is Grants.gov being migrated to the cloud? Migrating Grants.gov to the cloud will provide many benefits, including:
* Fewer maintenance outages,
* Better availability and performance,
* Increased scalability, agility, and flexibility,
* Improved security,
* Providing a modern infrastructure better able to support future system enhancements, and
* Providing an overall improved user experience.
When will Grants.gov be offline? Grants.gov will be offline during the following period:
* Grants.gov will go Offline Friday, September 23, 2022, at 12:01 AM ET.
* Grants.gov will come back Online Thursday, September 29, 2022, at 11:59 PM ET.
All registered System-to-System (S2S) users have been notified of the technical updates that may be required to maintain S2S connectivity with Grants.gov.
In case of unexpected issues or changes to the downtime schedule, we will post updates to the Grants.gov Alerts<https://grants-gov.blogspot.com/> page.

* What about proposal submissions due in late September/early October? Because the production environment for grants.gov will be down September 23rd-29th:
* Users will not be able to download or update opportunities, submit applications, or get a status updates while Grants.gov is offline.
* That means if a user enters an opportunity ID in CayuseProposal, it will not be able to communicate with the Grants.gov site to pull in the required forms.
* The October 5th NIH deadline is one of our largest, and this downtime needs to be factored in to ensure timely proposal submission. If you haven't done so already, download the opportunity ID in Cayuse prior to the Grants.gov cloud migration.
October 10 (Monday), 2022: NIH Closed for the Federal Holiday (Columbus Day).
If a NIH grant application due date falls on a federal holiday<https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/#url=2022>, the application deadline is automatically extended to the next business day.
