<p class="MsoNormal">This ANPRM requests feedback from the public and U.S. industry concerning certain instruments for the automated synthesis of peptides (automated peptide synthesizers) that have been identified by BIS for evaluation according to the criteria
in Section 1758 of the Export Control Reform Act of 2018 (ECRA) pertaining to emerging and foundational technologies.

<p class="MsoNormal" style="margin-left:.5in">Background as provided in the ANPRM:
<b>Recent advances in peptide synthesis technology and instrumentation have increased both the speed of peptide synthesis and the length of peptide products, including peptides and proteins greater than 100 amino acids in length.</b> Most protein toxins that
are controlled under Export Control Classification Number (ECCN) 1C351 on the Commerce Control List (CCL) (ref.
<a href="https://www.ecfr.gov/current/title-15/subtitle-B/chapter-VII/subchapter-C/part-774">
Supplement No. 1 to part 774 of the EAR</a>) are over 100 amino acids in length and have an average length of 300 amino acids (with the notable exception of conotoxins, which range between 10-100 amino acids in length). Consequently, absent the imposition of
additional controls on the export, reexport or transfer (in-country) of certain peptide synthesis technology and instrumentation (e.g., automated peptide synthesizers),
<b>there would be an increased risk that such technology and instrumentation could be used to produce controlled toxins for biological weapons purposes</b>.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">BIS welcomes comments on this ANPRM that would address, but not necessarily be limited to, the current state of the development of these synthesizers, their availability and predominate applications, the availability of custom peptide synthesis
services, near-term developments in peptide synthesis technology, the impact that Section 1758 export controls on these synthesizers would have on U.S. technological leadership in this field, and the effectiveness of such controls in limiting the proliferation

<p class="xmsonormal0">It is with mixed feelings that I have to share that Senior Associate Vice Chancellor for Research and Economic Development Gillian Wilson has been appointed UC Merced's new Vice Chancellor for Research, Innovation, and Economic Development.
Gillian's last day at UCR will be September 30.<o:p></o:p></p>

<p class="xmsonormal0">Having joined UCR in 2007 as a professor of physics and astronomy, Gillian also serves as director of the university’s Multidisciplinary Research Building, Assistant Research Integrity Officer, and as UCR Director of the California Institute
for Telecommunications and Information Technology. She has previously held roles as Interim Divisional Dean for Physical Sciences and Mathematics, Chair of the College of Natural and Agricultural Sciences Executive Committee, Chair of the Research and Economic
Development Advisory Board, and Interim Deputy Director of the University of California Observatories. Gillian has been a very valuable member of the RED team. Among other contributions, she developed a successful program to help our junior faculty apply for
the prestigious NSF CAREER Award, through which we have reached record numbers of awardees in recent years.<o:p></o:p></p>
