RE:  CX Wage Implementation, effective February 1, 2012

This is to confirm that the 3% range adjustment for CX unit employees was completed, and is reflected in PPS, with an effective date of February 1, 2012.  The conversion from half-step to whole step numbering will not be handled by a systemwide update.  In consultation with Gabe Nwandu, Payroll Director, we will adapt the functionality of Web Merit to assist with the step conversion in PPS on this campus.  Human Resources and the Payroll office will manage the step conversion process.  As a result, the web merit rosters cannot be released for department review until Wednesday, February 1st.

The Web Merit system will be used to implement the February 1, 2012 CX step increase.  The following information is provided to familiarize you with the eligibility criteria and the web merit application.

Step Increase Eligibility for CX Employee Group
Eligibility is based on the following criteria.

1.       CX unit members who are career and non-probationary as of February 1, 2012.

2.       CX unit members who have satisfactory or better performance.

3.       CX unit members who are within range.  A merit increase cannot result in a pay rate that exceeds the maximum step.

For eligible CX unit members, Article 45 of the CX contract stipulates a one-step merit increase based on satisfactory or better performance.

Web Merit User Access
Department and Control Unit users who have been previously granted access to the Web Merit system during prior merit cycles will continue to have access to the Web Merit system for the CX merit cycles.  New hires or other staffing changes may require new users to be granted access to the Web Merit system.  To confirm if you or others within your organizational unit already have access to Web Merit, please contact Grant Christensen at extension 2-1943 or by email at grant.christensen at ucr.edu<mailto:grant.christensen at ucr.edu>.

PPS Data Clean-Up
The Web Merit Roster is generated by the Web Merit system based on the employee data stored in the Payroll/Personnel System (PPS).  The following data elements in PPS are used to determine merit eligibility by the Web Merit system:


1.       The "Appointment Type" field must be equal to "2" or "7", indicating career or partial-year career status.

2.       The hire date must be equal to August 1, 2011 or earlier.

3.       The "Review Date" field must be equal to or prior to 02/2012.

4.       The "Review Type" field must be equal to "2", which indicates "merit eligible".

5.       Distribution and appointment end dates must extend beyond 02/01/2012.

6.       Merit increases cannot exceed the maximum of a salary range.  If an employee is at the maximum step, a merit increase cannot be awarded.  In these instances, the salary Review Type field should be updated in PPS to reflect a code of "5", which indicates "no salary review, at maximum."

To ensure the most accurate data possible in PPS, a PPS checklist is attached that contains an explanation of the PPS data fields that should be audited (PPS Data Audit in Prep for Web Merit) for employees in the CX bargaining unit.  The HRDW is a resource that can be used to create a report to review and audit the PPS data elements for the CX employee group.  For assistance with using the HRDW, please contact Scott Biggerstaff.  All corrections to PPS must be completed by close of business on February 6th, 2012 in order to be captured on the final merit roster.  A detailed timeline will follow with implementation specifics.

The 3% range adjustment for CX unit employees is scheduled to run this evening.  At this time, it appears that the conversion from half-step to whole step numbering may need to be coordinated separately.  We are still waiting for final word from the Office of the President, whether this conversion will be handled by a systemwide update, or left up to the campuses to implement locally.  This may delay the release of the web merit rosters to Tuesday, January 31st, in order to accomplish this.

The February 1st wage implementation includes two components: a 3% range adjustment and a one-step increase.  The one-step increase applies to non-probationary career employees who have received a performance rating of satisfactory or better.  I anticipate that the implementation timeline will be finalized by Monday, January 23, and distributed via email.  In the meantime, please utilize this time to review the PPS data for CX unit employees to ensure all appointment data is correct, and to gather the performance appraisal rating and appraisal date for CX unit employees eligible for the one-step increase.
