Members of the UCR Community

Dear Campus Colleagues:

I am pleased to announce the appointment of Ms. Cynthia Wells as UCR's
Director of Sponsored Programs Administration, effective January 1, 2010.

Cynthia is a highly qualified leader in the university research environment;
she is recognized for her ability to manage complex legal issues. She
brings extensive and lengthy experience in sponsored programs administration
as well as legal training and practical legal experience. Cynthia joined
UCR's research management team in 2008 as our Assistant Director of
Sponsored Programs Administration. She came to UCR from UCI where she had
served as a Principal Contract and Grant Officer since 2001. From 1986 to
1993, Cynthia worked as a Subcontracts Administrator for two large defense
firms. After receiving her JD, she practiced law from 1996 to 2001.

As the Director of Sponsored Programs Administration, Cynthia will direct
and manage the operations and activities of Sponsored Programs to ensure
that all members of UCR's research community receive quality service. She
is responsible for training and supervising the Sponsored Programs
professional staff, including the MTA Coordinator and the Subawards
Coordinator. She will set goals for the design and implementation of
policies, procedures, and operational tools related to the submission,
negotiation, acceptance and oversight of sponsored projects proposals and
awards. She will participate in the development and presentation of
internal and campuswide training in research administration. She will also
represent the university and its Principal Investigators in high-level
negotiations and execution of awards with Federal, State, and local
governments, private agencies, corporations and foundations; as Director,
she will provide the highest level of expertise in structuring, negotiating,
and executing complex and specialized agreements related to the conduct of
UCR's sponsored programs and research activities.

Please join me in congratulating Cynthia on her new assignment. She would
welcome your input and questions. She can be reached at X24918 or by e-mail

Sincerely,
