[Office-of-research] ONR Using Grants.gov Exclusively for Proposal Submissions

On September 8, the Office of Naval Research announced that it is using
Grants.gov as the only method for submitting proposals that will result in
grants or cooperative agreements.  This change is effective as of September
1 and applies to all federal fiscal year 2009 Broad Agency Announcements.
These announcements begin with ONRBAA09 and are followed by a three-digit
numerical control number.
