it is using Grants.gov as the only method for submitting proposals that will
result in grants or cooperative agreements. This change is effective as
of September 1 and applies to all federal fiscal year 2009 Broad Agency
Announcements. These announcements begin with ONRBAA09 and are followed
by a three-digit numerical control number.<br>
