Open Enrollment Exceptions





The Open Enrollment portal in UCRAYS closed at 5 p.m. on Friday, November
21, 2025.

The UC Retirement Administration Service Center (RASC) is the recipient of
any emeriti and retirees’ requests for exceptions. Exception requests must
explain the extenuating circumstances that prevented timely completion of
Open Enrollment and should be faxed to 1-800-792-5178 or postal mailed to:

Retiree Insurance Program

*Appeals*

If exception requests are denied by RASC, emeriti and retirees may submit
an appeal using the procedures outlined on UCnet at:
https://ucnet.universityofcalifornia.edu/for-hr-administrators/health-welfare-benefits/group-insurance-appeals-process/
.

Note that policy exceptions are approved rarely and only in cases of UC
error or extreme extenuating circumstances beyond the individual’s control.
