U.S. Behavioral Health Plan, California - Optum Health Insurance Premium Rebate Letter

Optum Behavioral Health will send a U.S. Behavioral Health Plan, California 2020 Health Insurance Premium Rebate letter<https://hr.ucr.edu/sites/g/files/rcwecm656/files/2021-09/mlr-communication-to-optum-Behavioral-health-members-09.20.21.pdf> to 2020 plan subscribers of Kaiser Permanente between September 20 - 27, 2021. These subscribers will receive this letter because they had Optum Behavioral Health (Group 11280) benefits coverage in 2020.

The Affordable Care Act requires insurance companies to use a certain amount of premium dollars to provide services. If they don't use that amount, the excess must be reimbursed as a rebate to the employer, and plan members must be notified of the rebate. Please note that the Medical Loss Ratio (MLR) is calculated across all Optum's plans in a state, and is not based solely on UC members' utilization.

As communicated last year<https://hr.ucr.edu/sites/g/files/rcwecm656/files/2021-09/united-healthcare-optum-health-insurance-premium-rebate-letter-10.05.20.pdf>, UC decided to apply the 2019 MLR rebate toward future premium stabilization of the plan, which is being applied to the 2022 premiums. To remain consistent in our approach, we will apply the 2020 MLR rebate toward future premium stabilization of the plan as well.
