Campus Guidance re NIH Grant Proposal Submissions

On Friday, February 7, 2025, the National Institutes of Health (NH) issued NOT-OD-25-068: Supplemental Guidance to the 2024 NIH Grants Policy Statement: Indirect Cost Rates<https://grants.nih.gov/grants/guide/notice-files/NOT-OD-25-068.html>.  While the legality of such notice is being scrutinized, the office Research and Economic Development provide the following guidance, as recommended by UCOP:

NIH Grant Proposal Submissions

For any NIH proposal submission that must be submitted through Thursday, February 13th, principal investigators are advised to utilize the IDC rates currently approved in UCR's Federally Negotiated Indirect Cost Rate Agreement (NICRA) dated April 9, 2024.  At the end of the Budget Justification, the following language should be included:

"We are aware of the February 7, 2025, supplemental guidance (NOT-OD-25-068) regarding indirect cost rates.  We will honor the rate identified in this guidance if imposed, but we reserve the right to re-implement the negotiated rate in the event that this guidance is rescinded, modified, or otherwise not applicable to this grant application."


The inclusion of such language provides confirmation that UCR is aware of NOT-OD-25-068 yet reserves our right to collect our applicable indirect costs (as currently approved by DHHS in our NICRA) in the event of any future changes to that NIH guide notice.

For NIH solicitations that ordinarily require a lower indirect cost rate (e.g., NIH Training Grants which limit IDC to 8%), please continue to utilize that lower rate; do not increase to 15%.
