*NSF Important Notice No. 149 Grace Period*

The U.S. National Science Foundation is providing this correspondence to
inform organizations, and Authorized Organizational Representatives, of a
grace period for enforcement of NSF Important Notice No. 149
<https://www.nsf.gov/notices/important/important-notice-no-149-updates-nsf-research-security/in149>
(NSF
IN-149) for proposals submitted between *December 2, 2025 and December 31,
2025*.

We have been made aware of challenges for NSF programs with deadlines that
fall close to the December 2, 2025 effective date of NSF IN-149. We
understand the tight turnaround may make it difficult for some senior/key
personnel to submit the updated Biographical Sketch and Current and Pending
(Other) Support forms in time. To accommodate these circumstances, NSF is
now offering a grace period for enforcement of NSF IN-149.

What you need to know:

   - NSF will accept proposals that include the earlier version of the
Biographical Sketch and Current and Pending Support form between December
   2, 2025 and December 31, 2025.
   - Proposals submitted after December 31, 2025 must be fully compliant
with NSF IN-149 and will be required to include latest version implemented
   under this policy.

To assist research organizations and investigators, NSF has published a
Frequently Asked Questions (FAQ) web page summarizing the new requirements,
certification procedures, and relevant timelines. Access the FAQs here
<https://www.nsf.gov/research-security/important-notice-no-149-implementation-faq>
.

If you have questions regarding these requirements, please contact
researchsecurity at nsf.gov for additional guidance.

Best Regards,

NSF Office of the Chief of Research Security Strategy and Policy

*Collaborate ~ Communicate ~ Connect*

Please join *Research Administrators INC* to view Society of Research
Administrators International’s pre-recorded presentation entitled, "*When
the Ball Drops: Effective Communication between RA & PI*."

Have you ever found yourself in this situation? The Principal Investigator
(PI) assumes the Research Administrator (RA) is monitoring the grant budget
and proactively processing salary paperwork. Meanwhile, the RA is waiting
for the PI to provide salary specifics, knowing that budgets can shift.
Months pass, and when effort reporting is due, the PI is surprised to find
no salary charged to the grant. Each believes the other was responsible.
Join us for a deep-dive discussion into real-world scenarios like this one.
We'll explore how to navigate unclear roles, prevent communication
breakdowns, and share best practices to avoid hard conversations before
they happen.

*Implementation of Kuali Award Closeout Process*

RED is pleased to announce the implementation of a new award closeout
process, which will go into effect on Monday, December 8, 2025.

Briefly, when the RED Closeout Coordinator receives an automated email from
Oracle which identifies that a fund is set to expire within ninety (90)
days of award expiration, the RED Closeout Coordinator will initiate an
Award Closeout Request (a new Kuali Build form). Such form will auto-route
to the necessary campus stakeholders to gather certain closeout
information, including certifications to be made once reporting
requirements have been completed. After the form has been approved, an
award closeout transaction will be processed by RED in the Kuali Award
module changing the award status from “Active” to “Closed” and a final
Campus Award Notice will be issued.

*(Note: While this process will close the award and any outgoing subawards
thereunder within Kuali, it will not closeout out the project in Oracle
financials as that will entail a separate process within that system. This
process is specific to the timely closeout of awards within Kuali
Research.)*

*Winter Break*: The campus will be closed for Winter Break from Wednesday,
December 24, 2025 through Thursday, January 1, 2026. The campus will

administrators should be mindful of this closure when planning the
submission of proposals with deadlines that fall between that time period
as well as deadlines occurring in early January 2026.*
