Re:  Implementation of New Facilities and Administrative (F&A) Rates, Effective July 1, 2023

Please share this information broadly within your unit, with Principal Investigators, and those involved in the administration and management of sponsored programs.

UC Riverside recently received its new Facilities and Administrative Rate Agreement with the Department of Health and Human Services, UCR’s cognizant audit agency.
While UCR submitted our rates to DHHS over three years ago, it was not negotiated and finalized until earlier this month. The new F&A rates and applicable effective periods are as follows:

Off-campus Organized Research

On-campus Instruction
45.0% MTDC
Off-campus Instruction

Please review the attached implementation guidance, developed in accordance with federal regulations, for application of the new rate agreement.

The new F&A Rates, along with the implementation plan, has been posted to the Sponsored Programs website at https://research.ucr.edu/spa/lifecycle/proposalpreparation/rates.
Additionally, the Tuition Fee Remission GSHIP<https://research.ucr.edu/spa/lifecycle/proposalpreparation/tuition> webpage and the Benefits<https://research.ucr.edu/spa/lifecycle/proposalpreparation/benefits> webpage have each been updated.

Such rates, fees, and benefits are now configured in the Kuali Proposal Development module.
