Title:  PAYROLL SUPERVISOR

This is a full-time, career position. Schedule of hours is Monday - Friday, 8:00 a.m. to 5:00 p.m. 
Calendar year end closing may require intense schedules in December and January, and vacations are not approved for these months. 
Occasional travel may be required. 




Essential Functions:

Under the general direction of the Director of Payroll, accounts payable and travel, this position is responsible for the supervision and day-to-day operations of the payroll section (5 FTE) in UCR's Accounting Office. 

The Payroll Supervisor develops procedures and monitors the preparation, documentation and disbursement of all payroll checks, payroll taxes, and employee benefit payments. Performs the highest level payroll-related accounting functions and analysis. Effectively supervises staff in the following payroll processes: payroll records maintenance; compensation/salary administration; time collection and leave reporting; payroll processing; monthly, quarterly, calendar and fiscal year-end reporting; benefits; employee relations coding, separation; training and development; and systems support. Interacts extensively with the campus community and external auditors. Assists in the development of campus-wide payroll related policy and procedures. Identifies opportunities to improve the effectiveness and efficiency of the payroll operation. 

In calendar 2009, the payroll unit disbursed $289 million to over 11,000 employees. 




Minimum Requirements:

.  Bachelor's degree in accounting or related field. 

.  Minimum of five years of recent, progressively responsible accounting/payroll services supervision or management experience. 

.  Substantial recent expert-level experience with large scale, complex automated payroll systems, analyzing complex account variances, preparing journal entries, and analyzing/reviewing ledgers/reports. 

.  Experience managing a large-scale financial process (e.g. Payroll), and in designing and maintaining appropriate internal controls for the overall process. 

.  Successful experience with the full scope of supervision: recruiting, hiring, training, developing, supervising, and evaluating the performance of a diverse staff. 

.  Experience developing and delivering accounting and financial training for non-accountants. 

.  Advanced expertise with Windows-based software such as Excel, Access, Word, and PowerPoint. 

.  Demonstrated experience interpreting and applying complex accounting, payroll and financial policies, as well as effectively communicating complex policy and procedures to others using tact and diplomacy. 

.  Demonstrated skill querying, analyzing and forecasting financial data effectively and efficiently using PC based tools and on-line systems; and utilizing financial tools to improve processes. 

.  Skill in analyzing information, problems, situations, practices, or procedures to identify relevant concerns, identify patterns or tendencies, formulate logical and objective conclusions. 

.  A strong professional presence including proven presentation and writing skills. 

.  Skill in prioritizing, planning and organizing work assignments. 

.  Skill in working as part of a team and collaborating with colleagues. 

.  Excellent interpersonal skills, used to maintain a service environment of cooperation, customer service and mutual respect. 

.  Working knowledge of and experience with interpreting and applying Generally Accepted Accounting Principles, GASB, and fund accounting principles. 

.  Knowledge of the applicable federal and state regulations governing areas related to the responsibilities of the job. 

.  Hired applicant must successfully pass a background check through the Department of Justice. 




Preferred Qualifications:

.  Master's degree in business administration or other related field. 

.  Certified Public Accountant. 

.  Demonstrated experience with UCR Payroll Personnel System (PPS). 

.  Work experience in a higher education (or similar environment) including fund accounting principles. 

.  Demonstrated experience with UCR Financial System (or PeopleSoft), UCRFSTotals, Student Information System (SIS) and Deposit Advice System. 

.  University fund accounting experience. 

.  Knowledge of the applicable UC policies and procedures governing areas related to the responsibilities of the job.
