[Office-of-research] Post-Doctoral Researcher Benefit Rate

The  post-doctoral researcher benefit rate is 20%.  This rate represents an
increase of 1% over the prior year.   Please use this rate for budgeting
purposes when submitting proposals for sponsored programs when the actual
employee is unknown.
