[Office-of-research] Guidelines for Charging Faculty Summer Salary to Sponsored Awards

Please disseminate this message broadly within your unit to Principal
Investigators and those individuals involved in the processing of financial
transactions in support of faculty summer salary charges to sponsored
awards.
Findings associated with several high-profile audits and investigations of
nationally renowned universities have emphasized the importance of ensuring
that UCR remains a good steward of public resources. In particular, some of
these recent findings have illuminated misunderstandings on the part of
grantees regarding the allowability and allocability of salary charges to
sponsored awards, especially faculty summer salary.
To help guide and assist individuals responsible for making faculty summer
salary expense allocation decisions, as well as individuals involved in
facilitating the financial transactions necessary to implement those
decisions, the Office of Academic Personnel, Accounting Services and the
Office of Research have prepared "Guidelines

Charging Faculty Summer Salary to Sponsored Awards." These guidelines are
intended to help inform the campus community of key issues and principles
that need to be considered prior to charging faculty summer salary to
sponsored awards.
It is important that UCR continue to be a good steward of public funds.
Ensuring that UCR complies with its own policies and procedures, as well as
the federal regulations that govern the allowability and allocability of
costs to sponsored awards is an important part of the campus' stewardship
commitment. Toward that end, these guidelines have been shared with the PPS
User Group and the Contracts and Grants User Group. These two groups play
an important role in assisting and advising UCR's researchers, and in
particular, the Contract and Grant User Group plays an important role
facilitating UCR's management of sponsored awards.
Questions regarding the guidelines should be directed to the appropriate
office noted below:
. Questions regarding the establishment of summer salary distribution
lines for faculty should be directed to the Payroll Office.
. Questions regarding summer salary policy should be directed to
Academic Personnel.
. Questions regarding the budgeting of faculty summer salary in
extramural proposals should be directed to the Contract and Grant Officer

. Questions regarding the allocation of faculty summer salary to
sponsored awards should be directed to the Contract and Grant Officer
<http://or.ucr.edu/home/Staff.aspx?t=3> assigned to your unit or the
Extramural Funds unit in Accounting Services.
