"Expulsion of Youth in Foster Care"

Abstract:
California’s youth in foster care are disproportionately youth of color, subject to higher levels of housing instability and academic disruption. In the Inland Empire, Riverside County’s public school district is facing issues of equity regarding expulsions between their students in and not in foster care. Riverside County’s youth in foster care are being expelled from public schools at double the rate of the state. This talk focuses on the results of a qualitative investigation of current literature in the following three domains: the Inland Empire region, education as a social determinant of health and youth in foster care’s experiences. The aim is to provide valuable equity-oriented recommendations to decrease Riverside’s elevated expulsion rates, with discussion focusing on the areas of practice, policy, politics and research.


Speaker's Bio:
Norbert Negrea is a current doctoral student at UC Riverside's program in Education Policy Analysis and Leadership in the School of Education. He has the unique professional experience of engaging in the field through policy, teaching and counseling. Norbert's research interests are in advancing educational equity, especially for disenfranchised populations and elevating the academic achievement and overall wellbeing of students with multiple adverse childhood experiences (ACES). His recent work has focused on issues of proportionality regarding students of color’s placement into specific special education categorizations, expulsions of students in foster care in the Inland Empire and addressing adverse childhood experiences in California’s education system through policy.

About the Equity & Justice Research Series

SOE's speaker series aims to engage the education research of SOE students and faculty focused on equity and justice, and to also explore what equity and justice work looks like in practice. The series invites researchers to present to students and faculty in an informal setting to encourage dialogue and discussion. SOE is currently taking submissions for presenters.
