Dear DA's,

As promised, here is COVID-19 information. Part of this is a refresher of procedures that were already in place and part of it is new due to new bills and guidance from CDC and Cal/OSHA.


*         If you have an employee who reports exposure to COVID-19 or discloses they have tested positive, the employee needs to report it to the COVID-19 hotline regardless if the employee is working on campus or remote. From there, the hotline follows CDC and Cal/OSHA guidance to determine the appropriate 10 or 14 day quarantine period required (depending on how they answer the hotline questions). The hotline number is 844-827-6827.


*         Employees must complete the quarantine period and receive a doctor's note prior to returning to campus. Employees are no longer able to return to campus with only a doctor's note.  Instead, they must meet both criteria.



*         Employees who are working remotely and are advised to quarantine must also provide a doctor's note at the end of their quarantine period.


*         If an employee was potentially exposed to COVID-19 in the workplace, they may be eligible for workers compensation and will be provided instructions on how to file a claim.  UCR's Workers' Compensation Administrator, Sedgwick, makes the final determination regarding eligibility.


*         We can't require other employees in a worksite to get a COVID-19 test if someone else reports they have tested positive. Keep in mind that if we required testing in these cases, it could result in fines to UCR.



*         If there are a number of cases in the same area, the COVID hotline will issue instructions on the procedures to follow for an outbreak. Employees will be provided information on testing options and they are to be given up to 2 hours of paid time during the work day to get tested.


*         Employees can continue working during quarantine if they are feeling well and can work remotely. However, it is the employee's option.  If they prefer to use their PAL or sick/vacation/comp time accruals for the quarantine period, that is permissible. The work arrangement during quarantine should be worked out with input from the supervisor, employee, and me.  After the supervisor receives an email advising that an employee is required to quarantine, we will work together to document the work arrangement during quarantine such that we retain an e-mail of the agreement.


*         New email templates will clarify this quarantine period and return to campus procedure for employees who make a report to the hotline. I will add some clarifying language to the current CNAS template email until the new standard template is ready.


*         The hotline is experiencing a huge influx in reports. This means that they are delayed in sending information to Orlandrea and me when an employee makes a report.  Similar delays in obtaining return to work clearance are also expected.  They are working to hire additional staff to handle the caseload but we will see delays in the meantime.

If you have any questions about this, please let me know. The revisions to the Employee Symptom Monitoring and Reporting SOP are still being finalized to include the new information from recent bills and guidance from the CDC and Cal/OSHA.
