I am also confused about what exactly those of us with one-year contracts are required to submit. The original email only indicated requirements for quarter-to-quarter contracts.

Susan,

The attached job announcement, literally read, would mean that all people currently on one-year contracts would have to submit an official transcript (as opposed to a photcopy) with their application.  I doubt that that's what the writing course committee means to require from people who already work here.  Could you please verify, and clarify this to current lecturers?
