      Are We Ready for Growth?
       
      The recession, changing demographics, consumer preferences and a host of other factors are expected to change housing demand and future growth. Among them: a desire for increased urbanization in or near mass transit, with an emphasis on multifamily or other attached housing. 

      But are our cities and counties ready for growth? 

      Gregory C. Devereaux, Chief Executive Officer for the County of San Bernardino, will address the question from both a city and county perspective at the June 6, 2012 Randall Lewis Seminar Series. The seminar will be held at 5:30 p.m. in Conference Room B, UCR Extension Building, 1200 University Ave., Riverside. 

      Mr. Devereaux will discuss the distinct legal and organizational differences between cities and counties, which will provide the context needed for an examination into how ready cities and counties are for the growth that will inevitably come. 

      His presentation will primarily focus on fiscal and planning issues, and will pose the question of whether action by local government can affect the demographics of growth. 

      About the speaker 

      Mr. Devereaux has served in state and local government for more than 30 years, holding various administrative leadership positions in several California cities, including City Manager in the cities of Ontario and Fontana. He has served as Chief Executive Officer for the County of San Bernardino for more than two years. 

      He was selected by the San Bernardino County Board of Supervisors to help it lead the county in a new direction, emphasizing fiscal responsibility and proactive solutions. He worked with county supervisors, the San Bernardino Associated Governments, residents, employers, educators, community organizations and elected officials to develop a Countywide Vision Statement, which was adopted last June. Mr. Devereaux is currently working county officials to establish the county government’s role in making the Vision Statement a reality. 

      He is a board member and past president of the California Redevelopment Association and served on multiple California League of Cities committees. He is the “visiting resident” in the Eberly College of Arts and Sciences Division of Public Administration residency program at West Virginia University, and was a member of the advisory committee for the former Keston Institute for Public Finance and Infrastructure Policy at USC. 

      Mr. Devereaux was the recipient of the Building Industry Association Baldy View Chapter’s 2007 Good Government Award and the American Society for Public Administration Inland Empire Chapter’s 2008 Outstanding Senior Administrator Award. In 2009, Mr. Devereaux was appointed by the California Air Resources Board to the Regional Targets Advisory Committee on greenhouse gas reduction under SB 375.

      About Randall Lewis 
       

      Randall Lewis is well known for his innovative approaches to planning, designing, and marketing residential communities as Executive Vice President of the Upland-based Lewis Group of Companies. 

      He is regarded as an industry leader in promoting the arts, education, healthy living and sustainable development initiatives. He has been President of the Inland Empire Arts Foundation, Secretary of the Los Angeles County Citizens Planning Council, director of the HomeBuilder's Council, and national director of the National Association of HomeBuilders. 

      Mr. Lewis was named in the Los Angeles Times 2006 “West 100” list as one of the top 100 influential people in southern California. He has also received the California Business Properties Association Champion of the Industry Award and has been inducted into the California Building Industry Association Hall of Fame. 

      Mr. Lewis is a long time ULI member as well as a Governor of the ULI Foundation. He serves on several executive boards, including the USC School of Policy, Planning and Development, the UCLA School of Public Policy, Loma Linda University Medical Center’s Orthopedic and Rehabilitation Institute Advisory Council, Cal Poly Pomona’s National Development Council, and co-chairs the San Bernardino County Alliance for Education. 

      He is recognized as an expert in the real estate industry and is frequently quoted in various newspapers, magazines and trade journals. Randall has over 30 years of experience in the real estate industry. 

      He received his B.A. from Claremont McKenna College.
