“Changing Interstate Migration Patterns of College Freshmen:


Examining the Impact of Merit-Based Student-Aid Policies Over Time”


State policy activity unfolds in an environment 
of changing political and economic dynamics. 
Because policy implementation itself is dynamic, 
it can be challenging to separate the effects of 
changing contextual conditions from evolving 
policy implementation to determine whether 
policies are achieving desired results. Over the 
past decade or so issues of higher education 
accountability, the cost of providing higher 
education, and student performance have become 
important concerns for most states. One 
policymaker concern is the problem of interstate 
migration of freshman college students, which 
leads to a loss of academically talented students 
and the potential loss of a skilled workforce to 
a particular state. One typical response has been 
the adoption of merit-based student financial support.
