Dear all,
See below for a request on information about international collaborations with countries of concern.  Please complete the attached Excel sheet (also here for Google sheets version<https://docs.google.com/spreadsheets/d/1bmNmclXykA1mu9F9BZMddFeNa9wA6sEO/edit?usp=sharing&ouid=108547712639255893478&rtpof=true&sd=true>) and return it to me with information about any collaborations you have with countries of concern.   Please submit your information by Friday, Feb 23.

“Countries of concern” include Qatar, Saudi Arabia, the UAE, China (including Hong Kong and Macau), North Korea, Russia, and Iran.

Per the note below from Associate Provost Ken Baerenklau, the attached “Inventory of International Collaboration Submission (template)” must be completed for any collaboration with countries of concern. Full details can be found in the attachments and below.

The deadline for us to forward this information to the Chancellor’s office is February 29. For us to compile all CNAS information into one spreadsheet, I ask that you provide this information to me, with a cc to Rachel Alvarez, no later than COB on Tuesday, February 27, 2024.

Dear Deans

Attached is an important request for information from UCOP, which is due to the Chancellor’s office by February 29. Below is a summary of what has been requested but please ensure that your officesreview the attached details and use the template.

UCOP has requested an inventory of all active or currently pending Engagements involving a “country of concern” regardless of whether the Engagement involves emerging technology.

“Engagements” include only “Institutional Level” activities, which are activities undertaken by or on behalf of the University, a location, or any of its components. “Individual Level” activities undertaken by a researcher acting in their individual capacity are not included. The attached “guidance” document includes a table listing several other types of activities which also are not included.

“Countries of concern” include Qatar, Saudi Arabia, the UAE, China (including Hong Kong and Macau), North Korea, Russia, and Iran.

Examples of Engagements involving a country of concern which should be listed in the inventory include: agreements such as contracts, gifts, corporate sponsorships, grants, and MOUs, whether written or oral; affiliations with organizations or individuals in support of an academic, research, clinical, or scholarship program, or an exchange of students, faculty, scholars, or staff; and collaborations involving significant or meaningful interaction or exchange with another entity.

UCOP has requested that we coordinate directly with deans, department chairs, and research center directors (among others) to gather this information. Because this information may live in different places in each of your units, we are requesting your help in completing an inventory for your college/school.

If you have any questions, please contact Associate Chancellor Michael Richards (michael.richards at ucr.edu). Also please send your completed template, or a statement that you have nothing to report, to Michael by February 29.
