On September 24, 2025, the U.S. Behavioral Health Plan, California, operating under Optum Behavioral Health and an affiliate of UnitedHealthcare, sent the 2024 Notice of Health Insurance Premium Rebate to Kaiser Permanente CA HMO non-Medicare plan subscribers who had Optum Behavioral Health (Group 11280) benefits coverage in 2024.

Under the Affordable Care Act (ACA), insurance companies must spend a minimum percentage of premium dollars on health care services. If they do not meet this threshold, the excess must be rebated to the employer, and plan members must be notified. The Medical Loss Ratio (MLR) is calculated across all Optum plans within the state-not based solely on UC member utilization.
Details regarding the rebate for UC membership are as follows:

  *   Subscriber count: pending
  *   Total rebate amount: $896,550.62
As in previous years, UC has elected to apply the member portion of the 2024 Optum Behavioral Health MLR rebate to reduce future premium contributions. This will result in lower employee and retiree contributions for the Kaiser/Optum Behavioral Health overlay in 2026.
