As a follow-up to a communication from UC Office of the President from June 9, 2025, in May 2025, WEX sent a communication via mail reminding employees of unsubstantiated Flexible Spending Account (FSA) claims from the 2023 plan year.  UCPath also sent a similar communication via Targeted Mass Email (TME), notifying those impacted to resolve the issues by submitting the necessary documentation to substantiate their claims.

A TME will be sent the week of October 20, 2025 to employees who have not taken the necessary actions regarding their unsubstantiated 2023 FSA claims.  The unsubstantiated claim amounts will be treated as taxable income, impacting upcoming paychecks:


  *   Biweekly employees will see this reflected in the November 5, 2025 paycheck. If the 2023 unsubstantiated amount is equal to or greater than $1,500, it will be split across two pay cycles (11/5/25, 11/19/25 paychecks).
  *   Monthly employees will see this on the October 31, 2025 paycheck. If the 2023 unsubstantiated amount is equal to or greater than $1,500, it will be split across two pay cycles (10/31/25, 12/1/25 paychecks).
