[Tlc] C- Road 78 in Ratanakiri?

Hey all,

Wondering if anyone had any information about the project to build a 
national road from Banlung, Ratanakiri to the Vietnamese border. Project 
supposedly opened beginning 2007 but I haven't found any info about progress 
or lack thereof. Not a big surprise but I was hoping someone out there might 
know something or someone who knows something.
