Military wants bigger budget

High-rankingmilitary officials yesterday requested a 17.8-per-cent budget increasefor 2009 - Bt25 billion more than in fiscal 2008.
The military cited the need to improve its! competence and maintainsuperiority over its counterparts in neighbouring Laos and Cambodia.RoyalThai Navy commander Admiral Satirapan Keyanon, Royal Thai Air Forcecommander Air Chief Marshal Chalit Pukpasuk and Defence Ministrypermanent secretary General Winai Pattiyakul gave reasons to the Housespecial committee scrutinising the budget as to why they requested anallocation of up to Bt169.09 trillion ($5.2 Trillion USD) or 1.68 per cent of the country'sGDP.
Winai said the ministry's budget had been cut overthe past nine years as the country was hit hard by economic crises,while the military lacked equipment and maintenance funds. At the sametime, the country faced new security threats. The military needed tosecure new weapons because it could not depend on the low efficiency ofthe old weaponry.
'Our survey found that our militarypower is lower than that of Singapore and South Korea but a bit higherthan Cambodia and! Laos,'' he said.
Satirapan said the Navyhas spent Bt120 million to maintain HTMS Chakri Naruebetailand'sfirst and only aircraft carrier, keeping it ready for use in warfareand social functions such as disaster relief.

วันที่ 21 ก.ค. ที่รัฐสภาในการประชุมคณะกรรมาธิการวิสามัญพิจารณางบประมาณรายจ่ายประจำปี 2552มีนายพิเชษฐ พันธุ์วิชาติกุล ส.ส.กระบี่ พรรคประชาธิปัตย์ เป็นประธานพิจารณางบประมาณกระทรวงกลาโหม 169,092 ล้านบาท เพิ่มขึ้นจากปี 2551 กว่า25,000 ล้านบาท การชี้แจงครั้งนี้มีพล.ร.อ.สถิรพันธุ์ เกยานนท์ ผบ.ทร.พล.อ.อ.ชลิต พุกผาสุข ผบ.ทอ. และพล.อ.วินัย ภัททิยกุล ปลัดกระทรวงกลาโหมมาชี้แจง

พล.อ.วินัย ชี้แจงว่างบกระทรวงกลาโหมถูกตัดในช่วงเศรษฐกิจตกต่ำตั้งแต่ปี 2540-2549ทำให้กองทัพประสบปัญหา โดยเฉพาะยุทโธปกรณ์ที่ขาดการบำรุงขณะนี้ประเทศไทยกำลังประสบภัยคุกคามด้านต่างๆที่พัฒนาการคุกคามในรูปแบบใหม่จำเป็นอย่างยิ่งที่กองทัพต้องจัดหายุทโธปกรณ์ที่ผ่านมาได้นำยุทโธปกรณ์จากคลังสำรองมาใช้จำนวนมากหากสำรวจกำลังรบจะพบว่าไทยมีประสิทธิภาพต่ำกว่าสิงคโปร์ เกาหลีใต้หรือเท่ากับฟิลิปปินส์ สูงกว่ากัมพูชาและลาวเพียงเล็กน้อยกองทัพจึงต้องฟื้นฟูและพัฒนากองกำลังเพื่อป้องกันอธิปไตยของประเทศ

นายวิรัตน์ กัลยาศิริ ส.ส.สงขลา พรรคป! ระชาธิปัตย์ ตั้งข้อสังเกตว่าการทำงานของกระทรวงกลาโหมในเรื่องเว็บไซต์หมิ่นเบื้องสูงเหตุใดจึงปล่อยปละละเลยไม่ดำเนินการ พล.อ.วินัยชี้แจงว่ากองทัพตั้งหน่วยงานเฉพาะกิจ 080ประกอบด้วยเจ้าหน้าที่จากกระทรวงไอซีทีและตำรวจมาดูแลอย่างเข้มข้นโดยมีกองทัพบกเป็นเจ้าภาพ

ผู้สื่อข่าวรายงานว่ากรรมาธิการเห็นชอบให้ผ่านงบในส่วนของสำนักงานปลัดกระทรวงกลาโหม6,336,822,400 บาท เพิ่มขึ้นจากปี 2551 กว่า 1 พันล้านบาทโดยตั้งงบไว้สำหรับแผนงานสร้างเสริมระบบป้องกันประเทศสูงถึง 6,290,829,500บาท มีแผนงานสร้างความปรองดองสมานฉันท์ของคนในชาติและฟื้นฟูประชาธิปไตย26,754,500 บาท กรรมาธิการไม่ได้ปรับลดแต่อย่างใด
