Is the PADâs ânew politicsâ new?
Prachatai interviewed Sirote Klampaiboon, a PhD candidate of the Political Science Faculty of Hawaii University and a contributor to Prachatai, in light of the idea recently floated by the Peopleâs Alliance for Democracy (PAD) coordinator Suriyasai Katasila, who proposed what he called a ânew politicsâ, by which he meant that the proportion of those who take political positions would be 70% appointed and 30% elected.
Prachatai: It seems that the PAD has tried to keep coming up with new demands and ideas, with the latest being the 70:30 politics. What do you think of this?
Sirote: According to the PAD, in particular Suriyasai, the problems of Thai politics nowadays result from elected politicians having too much power. Their solution is to reduce electoral power, with 30% of political office holders elected and 70% selected or appointed, by which means has not been made clear.
The idea is not new at all in terms of political science and political history. During the past 20 years, as far as I remember, this kind of idea has been proposed twice. Around 1980, Gen Chavalit Yongchaiyuth, then a leader of the so-called âdemocratic military groupâ, who was close to certain defecting Marxists including Prasert Sapsunthorn, proposed a similar idea that elected politicians, including capitalists and businessmen, had too much power through elections, and electoral power had to be balanced by appointed parliamentarians, who happened to be mostly from the military.
And around 1993-4, political scientist Chai-anan Samutavanich reflected the same concerns and proposed the setting up of another body called âShadow Councilâ whose members would represent different groups of people, to balance the power of the elected House.
So, the ânew politicsâ as claimed by the PAD is not new.
Those who try to propose this idea donât understand that it is not relevant in the Thai socio-political context. It would always raise the same question about where the power to appoint those people would come from.
In the case of Gen Chavalit, obviously it would be the military. And members of Chai-ananâs Shadow Council would be selected by the elite.
The PAD has not been clear about this, as they are well aware that the clearer the explanation of their ânew politicsâ is, the more politically incorrect they have become. They would find it hard to answer who would decide who would represent which groups of people.
What if the PAD says that Sondhi Limthongkul represents the media? The problem is that professional groups have not been politically organized. Some have been organized, but their leadership is limited to a few persons who are famous or influential in those particular fields. Can people like Sondhi be considered to represent the media, or reporters in the field, despite the huge gaps among them in terms of way of life, beliefs, and economic status?
The approach that claims to get various groups of professionals directly into Parliament is attractive to a certain extent, and persuasive to celebrities in various professions such as groups who are already organized like teachers and farmers, to think that they can enter Parliament without contesting elections. The question is how to make sure that they really represent their professions. Khamnoon Sitthisaman, for example, has been selected as a senator representing academia, instead of the media. When has he become an academic?
So, is the PADâs 70:30 ânew politicsâ really a step backward or forward?
Itâs really backward and reactionary. Itâs a conservative idea that tries to undermine electoral politics. Everybody knows that electoral politics has problems, including empowering certain groups over others. What the PAD proposes is definitely not the way forward.
Everyone on earth knows about the problems that the PAD talks about, but selection does not solve the problems. There are problems with elections, hence no elections? The solution is to improve the elections, like liberalizing the party system, setting more controls over party spending, making smaller constituencies to allow more chance for people really representing the people to win.
Democracy is based on the principle that electoral power comes from the people. The PAD is entitled to attack the elections, but their solution is not the way to empower the people more, bur will instead empower certain groups of people, hence returning to the âelitist politicsâ.
The PAD seems not to buy the principle that electoral power comes from the people.
They donât. They believe that a number of Thai people are stupid, insufficiently educated and politically ignorant, so they are lured to sell their votes, choosing bad politicians. Such an idea, that politics should be in the hands of educated people with proper ideas and understanding of politics, is elitist, conservative, and reactionary.
Democratic politics doesnât value who is cleverer than who, who is better than who, or who is better educated, but holds that those with the lowest level of education have a vote equal to those with the best education. âNew politicsâ must be based on the belief that everyone is equal. Without this principle, any idea might go off the rails.
Even PAD supporters themselves donât accept the idea of 70:30 politics. According to Suriyasaiâs own interview in the Thai Post newspaper on June 29, 2008, they donât really understand the idea. Just for fun, maybe Suriyasai is the only person who understands it. The public find it hard to swallow, because thereâs no guarantee about to how to select people from professional groups to be the 70%. Itâs a vague idea, like telling people who are politically active to sign a blank cheque for the PAD, hoping the PAD would spend it for us.
The PAD attacks politicians because they come from elections where it takes 5 seconds to vote, and the people just sign a blank cheque for them to do whatever they want. But the PADâs ânew politicsâ is worse, because in electoral politics, we know who we sign the cheque for, and know who to reclaim the cheque from. The 70:30 politics might be like the approach on the Senate after the coup, an approach that the PAD has never had a problem with; that is, 7 persons have power to select senators equal to 30 million eligible voters.
How do you see the PADâs rally so far?
The PAD consists of various sectors. Those who call themselves the âpeopleâs sectorâ or âpro-democracy activistsâ have hardly seen a mass as big as the PAD before, so they think to have such a massive crowd is to mobilize a democratic force, which is not.
Mass politics in many countries does not necessarily mean democracy. Mass politics can be conservative, nationalist, or monarchist. Those who killed students at Thammasat on Oct 6, 1976, also had a huge mass.
Therefore, mass politics does not equal democratic struggle. No matter how big the mass is on the streets, without the principle of all being equal, regardless of birth or social status, that is not a democratic movement. I believe that the PAD will increasingly become more nationalist.
Many have said that Thai society is pushing toward a crisis, with polarization and confrontation. What do you think?
Political confrontation doesnât mean political violence, provided we truly believe that political rallies are common in democracy. The PAD always says rallies are a democratic right and freedom. So rallies are no big deal. In my view, just donât bother, and let them continue. Itâs the right and freedom of those who agree with the PAD. But it doesnât mean that we are now encountering a violent situation. Both the government and the PAD alike are trying to make the public believe that this is a polarized situation, and the people have to choose sides.
Polarization in itself doesnât mean violence. But the PAD is trying to escalate the polarization into violence, like when the PAD leaders speak on stage, calling on patriotic soldiers to come out. That is dangerous. Itâs a problem of the PAD that they cannot discern that that would only serve themselves, not society.
Their style of rallies is also peculiar. To seize Government House, they divided the crowd and mobilized them in a militaristic manner, to move forward and occupy as much space as they could. Occupying space is military, not political. Politics is about convincing people to be on our side.
The PADâs movement has many aspects that need further discussion as to whether it is democratic or not. For example, those who disagree with the PAD on their nationalist and monarchist stance would get branded as being disloyal or traitors. Is this really for democracy?
