Peer review has been an important cornerstone of US scientific research for decades. OMB is proposing to make peer review merely advisory in federal funding.</span></p>

<p style="line-height:1.2;background-color:#ffffff;margin-top:0pt;margin-bottom:0pt"><span style="font-size:11pt;color:#000000">Further, the proposal would allow grants to be canceled at any moment. “</span><span style="font-size:11pt;color:#000000;background-color:#ffffff">If finalized, this revision will further ensure that Federal agencies retain ongoing programmatic discretion after an award is made, consistent with law, to terminate a discretionary award that is not effective at achieving program goals or Federal agency priorities, or that an agency otherwise determines is no longer in the Federal Government's interest.”</span><span style="font-size:11pt;color:#000000"> </span></p>
