</span><a href="https://www.whitehouse.gov/wp-content/uploads/2022/01/010422-NSPM-33-Implementation-Guidance.pdf">Federal Agency Guidance for Implementation of NSPM-33</a>.
<span style="color:#7030A0">The guidance suggests agencies harmonize disclosure requirements to the extent possible and utilize digital persistent identifiers. It outlines consistent consequences for non-disclosure and guides agency information sharing. And
finally it outlines more specifics on how research organizations awarded more than $50 million a year are to meet requirements for a
<b>research security program</b> covering <i>cybersecurity, foreign travel security, research security and export control training</i>.</span></p>
<p class="x_xmsonormal" style="margin-left:.5in"><span style="color:#7030A0"> </span></p>
<p class="x_xmsonormal" style="margin-left:.5in"><span style="color:#7030A0">Most recently the Department of Justice (DOJ) communicated its intent to end the China Initiative as the Federal government’s primary approach to address undue foreign influence. Instead,
federal sponsoring agencies will lead a values-centered approach focused on disclosures to promote transparency, referring any cases of non-compliance to the DOJ where
<i>intent, materiality, and ties to economic or national security</i> raise the severity of the violation. All other cases will be handled by the sponsoring agency for
<i>administrative or civil penalties</i>, not criminal. This might result, for example, in debarment from receiving federal funding. Agencies have focused on shared commitment in the research environment to openness, transparency, honesty, equity, fair competition,
objectivity, and democratic values. In this regard, efforts to address foreign influence by the federal government to protect and promote US funded research will continue and progress without slowing.
