[RITL] Changes to Google Drive

Dear RITL,

Just saw this: Google storage policy change<https://www.blog.google/outreach-initiatives/education/google-workspace-for-education> starting July 2022 no longer unlimited storage.

Berkeley has some pages up about it already.

Still working to verify. Seems like this will be very impactful to UCR and other EDUs
