[RITL] AAU & APLU APARD draft guide

RITL,

I wanted to share the AAU & APLU Accelerating Public Access to Research Data<https://www.aplu.org/projects-and-initiatives/research-science-and-technology/public-access/> draft guide with you.
This might not cross our path right away but in order to build awareness for the effort here it is.

Refining the draft was the primary focus of the meeting on the 24th. The AAU/APLU project team will announce the next steps for releasing the guide.
