(Apologies if you receive this email multiple times. It is an urgent matter
not related to the issue with SAM.gov <http://sam.gov/>. Please distribute
further.)
Dear Colleagues,
On August 24, 2026, the U.S. Office of Foreign Assets Control (OFAC) issued
a notice that it is immediately suspending several general licenses related
to its Iranian Transactions Sanctions Regulations (ITSR), including General
License G and others directly impacting education and research activities.
The notice provides a wind down period for previously authorized
transactions under the effected general licenses through September 8, 2026.
As a result, all new or previously unreviewed UCR activities involving
Iran, Iranian institutions, or persons located in Iran must now be reviewed
by UCR’s Export Control Office before proceeding to ensure continued
compliance. This includes research and academic collaborations, publication
or co-authorship relationships, educational activities and exchanges,
conferences, payments or support, travel, shipments, and transfers of data,
software, technology, equipment, biological materials, or other research
resources. Please direct all questions regarding this to
exportcontrol at ucr.edu.
Thank for you prompt attention to this important matter.
Rodolfo Torres
