[Research] New Facilities & Administrative Cost Rate Agreement (including Fringe Benefit Rates) and More!

**** IMPORTANT ANNOUNCEMENT ****

Please be advised that UC Riverside has a *new Facilities & Administrative
(F&A) Cost Rates Agreement, dated 4/16/2026*, from the Department of Health
and Human Services. This new agreement
<https://research.ucr.edu/media/2208/download?attachment> replaces DHHS F&A
Cost Rate Agreement dated 4/9/2024.

Quick Overview:

·       The F&A cost rates (aka *indirect cost rates*) that are to be used
on grants, contracts, and other agreements for the period of July 1, 2024 -
June 30, 2028, as reflected on page 1 of the new agreement, did not change
from those established in the previous agreement.

·       This new agreement establishes *fringe** benefit rates* that are to
be used on grants, contracts, and other agreements for the period of July
1, 2025 - June 30, 2027, as reflected on page 2 of the new agreement. (The
fringe benefit rates in the prior agreement had only established fringe
benefit rates through June 30, 2024.)

Please review the entire agreement for further information.

A copy of the new DHHS Facilities Administrative Cost Rates Agreement has
been posted to the Proposal Preparation/Submission section of the Sponsored
Programs webpage under Indirect Cost Rates

and has been implemented in the proposal development module within Kuali
Research. The Benefits
<https://research.ucr.edu/spa/lifecycle/proposalpreparation/benefits> webpage
on the Sponsored Programs website has also been updated to reflect the new
Composite Benefits Rates, and such benefit rates have been configured in
the proposal development module within Kuali Research.
