*National Science Foundation (NSF) released information for the research
community*



On November 12, 2025, NSF released the following message on Research.gov:



We thank you for your patience during the lapse in appropriations. NSF will
be operating under a continuing resolution that runs until January 30. We
will prioritize the most pressing issues, including restoring the capacity
to make awards and ensuring continued management and oversight of existing
awards. Our hardworking staff will be focused on these activities, and we
again ask for your patience as we do so.



If you are a current NSF awardee, please contact your program officer with
any questions. If you are a panelist or have a pending proposal, please
continue to monitor NSF.gov for updates on our operations and events.

*Learning Objectives - *Participants will be able to:

·        Understand recent federal guidance related to research security,
disclosure of foreign activities, and requirements from NSTC and NSPM-33,
and distinguish key differences in biosketch and current/pending support
requirements across major federal agencies.

·        Participants will also be able to apply best practices when using
tools like SciENcv and ORCID ID, including how to effectively link
publications and maintain consistent researcher profiles. In addition, they
will be able to identify common errors in disclosure documents and
recognize red flags that could trigger compliance concerns or delay
proposals and awards.

·        Finally, participants will learn how to support principal
investigators in complying with institutional and sponsor-specific
policies, including accurate documentation of in-kind support, consulting
arrangements, and other professional commitments. They will be equipped
with strategies for collecting, verifying, and organizing faculty
information in a manner that is both timely and compliant.

*1.      **Q: I have a fully funded federal multi-year award.  Why is the
subrecipient only funded annually?*

*1.      **A: Federal regulations require award recipients to conduct
annual subrecipient monitoring* to ensure that subrecipients use funds for
authorized purposes, comply with all federal statutes and regulations, and
achieve performance goals.  Such monitoring involves a risk-based process
of reviewing financial and performance reports, taking corrective action on
deficiencies, and managing audit findings (if any) to ensure the subaward
is administered correctly.  UCR performs such annual subrecipient
monitoring *prior* to the issuance of the amendment to allocate the next
increment of funds to the subrecipient for the next budget period.



*2.     **Q:* *Are outgoing subawards under my award incrementally funded
for the next budget period automatically?*

*2.     **A: No. RED’s receipt of a completed **Subaward/Subcontract
Request Form will initiate the subrecipient monitoring process and
subsequent processing of an amendment.*

Note: The Campus Award Notice released upon the processing of UCR’s award
from the sponsor specifically states, “If this award and the related
project includes an outgoing subaward/subcontract, please submit a
*Subaward/Subcontract
Request Form (SRF)*, available *here*

to initiate the subaward/subcontract process (e.g., subrecipient
monitoring, risk assessment, subaward/subcontract negotiation and

the Principal Investigator to initiate this process through the submission
of the SRF. (The PI's Department Administrator may, however, initiate this
process on the PI's behalf.) RED will not proceed in the absence of the
completed SRF.”
