*Updated UC Guidance for NIH Proposal Submissions*

*New proposals:* Please continue to include UCR’s federally negotiated
indirect cost (IDC) rate (in accordance with *DHHS agreement dated April 9,
2024*

in NIH proposal submissions.

Note: There is no need to continue including the previously provided
disclaimer language in NIH proposals at this time.



*UC Guidance for DOE Proposal Submissions*



*Reminder: *Please continue to submit new proposals using our federally
negotiated IDC rate but, to minimize the chance that DOE will reject the
proposal on that basis, include the disclaimer language (see below) in
proposal submissions even while the preliminary injunction is in place. The
preliminary injunction is only temporary and is not guaranteed to remain in
place throughout the proposal process; thus, without a disclaimer the
project could be denied outright for non-compliance when submitted with the
negotiated rate if the preliminary injunction is no longer in effect.

*Language to include in proposal submissions:*

*“We are aware of the April 11, 2025, Department of Energy Policy Flash:
Adjusting Department of Energy Grant Policy for Institutions of Higher
Education (IHE), regarding indirect cost rates.  We will honor the rate
identified in this guidance if imposed, but we reserve the right to
re-implement the negotiated rate in the event that this guidance is
rescinded, modified, or otherwise not applicable to this grant
application.” *

*Reminder: *New proposals should continue to include the current negotiated
IDC rate but, in order to minimize the chance that NSF will reject the
proposal on that basis, include the following disclaimer language in
proposal submissions:

*“We are aware of the May 2, 2025, National Science Foundation Policy
Notice: Implementation of Standard 15% Indirect Cost Rate. We will honor
the rate identified in this guidance if imposed, but we reserve the right
to re-implement the negotiated rate in the event that this guidance is
rescinded, modified, held unlawful, or otherwise not applicable to this
grant application.” *



To the extent practicable, you may want to wait to submit proposals given
the pending court action limiting the applicability of the new policy. *The
court hearing is set for June 13th.*

*NSF Rolls out New Requirement: Annual Malign Foreign Talent Recruitment
Program Certification for PIs/co-PIs*

Dear Colleague,

The U.S. National Science Foundation (NSF) is providing this correspondence
to inform organizations, and Authorized Organizational Representatives, of
a new annual certification requirement for Principal Investigators (PIs)
and co-Principal Investigators (co-PIs) regarding Malign Foreign Talent
Recruitment Programs (MFTRP).

*Starting on June 7, 2025*, in accordance with the NSF *Proposal and Award
Policies and Procedures Guide* (PAPPG) Chapter II.D.1.e(ii)
<https://www.nsf.gov/policies/pappg/24-1/ch-2-proposal-preparation#ch2D1e>,
*all
PIs or co-PIs named on an NSF award made on or after May 20, 2024, must
certify annually in Research.gov that they are not party to a MFTRP.*
Individuals
who are currently a party to a MFTRP are not eligible to serve as
senior/key personnel on an NSF proposal or on any NSF award made on or
after May 20, 2024. NSF is providing notification of this new requirement
to impacted PIs and co-PIs.

*What you need to know about completing the* *required MFTRP certification
in Research.gov:*

   - There is no organizational certification requirement, the
   certification requirement is for PIs and co-PIs.
   - Impacted PIs and co-PIs will be prompted to complete the MFTRP
   certification after signing into Research.gov using the Sign In link at the
   top of www.Research.gov <http://www.research.gov/>.
   - PIs and co-PIs with more than one active award made on or after May
   20, 2024, are only required to certify once, annually.
   - Once completed, PIs and co-PIs can view their MFTRP certification
   response under the Academic/Professional Information section of their
   profile.
   - NSF is working to expand the MFTRP annual certification requirement
   for all senior/key personnel roles at a future date. Additionally, NSF is
   working to provide organizations with access to the annual certifications.
   - Please see PAPPG Chapter II.D.1.d(ix)

   information about Authorized Organizational Representative (AOR)
   responsibilities regarding senior/key personnel MFTRP certifications.

*NSF Implements Annual Research.gov Account Management Profile Update *

As of June 7, 2025, you will be prompted to review and update account
profile information after signing into Research.gov with multifactor
authentication using the Sign In link at the top of www.Research.gov
<https://www.research.gov/>. You are also encouraged to provide a secondary
email, in addition to validating your primary email, for password recovery
purposes. You can defer this process one time but then must complete it the
next time you sign into Research.gov to continue working in the system.



While NSF account holders can view and edit their account profile
information at any time on their Research.gov View/Edit My Profile page,
they must complete this account profile review process annually to help
keep account profile data current in Research.gov. See the *View and Edit
