Message for NASA Grantees on Presidential EOs pertaining to DEIA and Gender Ideology

1. Notification re: DEIA Activities
Dear NASA Grants Community
On January 23, 2025, NASA's Office of Procurement (OP) released a memorandum for the NASA contractor and grant community regarding Executive Order "Initial Recission of Harmful Executive Orders and Actions" and the Office of Personnel Management's (OPM) memorandum "Initial Guidance Regarding DEIA Executive Orders." [See attached.]
Per OP's memo, NASA grant and cooperative agreement recipients shall immediately cease and desist all DEIA activities required for their award. This work may include but is not limited to: DEIA plan requirements, training, workshops, reporting, considerations for staffing, or any other direct or indirect grant activity related to DEIA. All grant recipients shall notify their cognizant Grant Officer if they identify requirements within their awards that are in violation of this guidance. Your Grant Officer's contact information can be found on your NF 1687, Notice of Award for Grant and Cooperative Agreement (NOA).

Dear NASA Grantee Community,
On January 30, 2025, NASA's Office of Procurement (OP) released a memorandum <https://www.nasa.gov/wp-content/uploads/2025/01/agency-memo-defending-women.pdf?emrc=3f64db> for the NASA contractor and grant community regarding the Executive Order "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Governmen<https://www.whitehouse.gov/presidential-actions/2025/01/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government/>t" and the Office of Personnel Management's (OPM) memorandum "Initial Guidance Regarding President Trump's Executive Order Defending Women." [See attached.]
Per OP's memo, NASA grant and cooperative agreement recipients shall immediately cease and desist all activities required for their awards that promote or reflect gender ideology as defined in Section 2(f) of Defending Women. All grant recipients shall notify their cognizant Grant Officer if they identify requirements within their awards that are in violation of this guidance. Your Grant Officer's contact information can be found on your NF 1687, Notice of Award for Grant and Cooperative Agreement (NOA).

UCR GUIDANCE
If you are a PI in receipt of a NASA-funded grant and/or cooperative agreement and identify award requirements that may be subject to either of the above NASA notifications, then please notify your UCR RED Officer<https://redit.ucr.edu/OrApps/RED/Staff.aspx?t=3> immediately. RED will review the grant and/or cooperative agreement and, if applicable, subsequently communicate with the NASA Grants Officer on behalf of UCR. Thank you.
Note: NASA is not a named defendant under the recently granted TRO and, therefore, it is important that NASA-funded recipients review their grants and/or cooperative agreements and promptly contact RED for guidance.
