*US Department of Energy Research Security Requirement – Effective May 1,
2025*
Pursuant to Federal research security training requirements outlined in
National Security Policy Memo-33 and the CHIPS and Science Act of 2022
<https://www.congress.gov/bill/117th-congress/house-bill/4346>, individuals
meeting the definition of “covered individual” are now required to take
annual research security training.
*T*he Department of Energy (DOE) requires research security training for
all covered individuals which at minimum includes those listed on the
research proposal submitted for funding. *This training is required to be
completed prior to any proposal submitted to DOE on or after May 1, 2025. *
Accordingly, to facilitate compliance with this new mandate, UC has
launched a comprehensive Research Security eLearning course. This eLearning
course is as outlined below.

Kuali proposal package that is submitted to Sponsored Programs
Administration (SPA) for review and endorsement of the proposal. SPA will
not be able to submit the proposal to DOE without evidence that the
research security training requirements have been met.*

announcing the immediate implementation of a 15% IDC cap for all new grant
awarded to Institutes of Higher Education (IHEs). The policy also indicated
that "the Department is undertaking action to terminate all grant awards to
IHEs that do not conform with this updated policy. See 2 C.F.R. 200.340(a),
(b). Recipients subject to termination will receive separate notice and
guidance."
Days later, the court granted the request for, and issued, a temporary
restraining order (TRO) (see

**** UC GUIDANCE ****
UC Legal has provided the following guidance regarding the above DOE TRO
and our approach for new proposal submissions:
- *Proposals*
Please continue to submit proposals using our federally negotiated IDC
rate, but to minimize the chance that DOE will reject the proposal on that
basis, include the disclaimer language (see below) in proposal submissions
even while the TRO is in place. The TRO is only temporary and is not
guaranteed to remain in place throughout the proposal process; thus,
without a disclaimer the project could be denied outright for
non-compliance when submitted with the negotiated rate if the TRO is no
longer in effect.
*Language to include in proposal submissions:*
“We are aware of the April 11, 2025, *Department of Energy Policy Flash:
Adjusting Department of Energy Grant Policy for Institutions of Higher
Education (IHE),* regarding indirect cost rates. We will honor the rate
identified in this guidance if imposed, but we reserve the right to
re-implement the negotiated rate in the event that this guidance is
rescinded, modified, or otherwise not applicable to this grant
application.”
- *Conditional Terminations*
UC campuses should NOT respond to the conditional termination notices at
this time.

*Updated US Government Policy on Dual Use Research of Concern (DURC) and
Pathogens with Enhanced Pandemic Potential (PEPP)*
*Effective May 6, 2025, *Principal Investigators (PIs) will be required to
assess their research to determine if it falls within the scope of the US
Government Policy for Oversight of Dual Use Research of Concern and
Pathogens with Enhanced Pandemic Potential

(“US Policy”), which covers federally funded research with biological
agents and toxins categorized as Category 1 (DURC) or Category 2 (PEPP).
In addition, pending UC Presidential Policy (“UC Policy”) will expect UC
locations to assess both federally and non-federally funded research for
DURC and PEPP. Guidance on how UCR will implement these Policies can be

*Reminder: Responsible and Ethical Conduct of Research Training
Requirements*
On July 31, 2023, the Vice Chancellor for Research and Economic Development
reminded researchers of the NSF federal compliance requirements requiring
ALL participants in NSF grants (including PIs and senior participants) to
receive appropriate Responsible and Ethical Conduct of Research (RECR)
training (Read the memo for full details
<https://mcusercontent.com/16b960a15758a2e9f6cc8140d/files/d21e6a69-accc-bedc-ac04-1c17afceb345/NSF_RECR_Announcement.pdf>).
Other federal funding agencies, such as NIH and NIFA/USDA, also have RECR
training requirements. The *Institutional Plan to Meet Federal Requirements
for Training and Oversight in Responsible and Ethical Conduct of Research*
<https://research.ucr.edu/document/orc-rcr-institutional-plan> has been
revised to outline how UCR will fulfill these requirements. It is the
responsibility of all researchers (faculty, staff, post-doctoral scholars,
undergraduate and graduate students) to review the *Institutional Plan*
<https://research.ucr.edu/document/orc-rcr-institutional-plan> and complete
the required RECR training.
*NIFA-BARD-IIA Pre-Proposals Deadline*
Dear colleagues and friends,
Towards the upcoming deadline I'd like to remind you of the Food and
Nutrition program guidelines and proposal submission process. The
NIFA-BARD-IIA Food and Nutrition program will support U.S. and Israeli
researchers/investigators working together with an Israeli company. The
program will grant funding for joint research conducted by a consortium of
Israeli and American scientists in authorized research centres
(investigators) working with an Israeli company that aims to develop
innovative food and nutrition technologies. IP, if available, must be owned
by the investigators’ institution(s). This program aims to improve food and
nutrition, increase the variety and availability of food, and support

Any existing or pending agreements between the NIFA funded US scientists
and their institutions with US or other companies are not affected by this
funding program.
The Israeli research group will be subject to IIA guidelines

accompanied by an Israeli company. The research teams from both countries
will be committed to the NIFA-BARD guidelines
