[Research] Export Controls, NIH, NIFA and More

On October 7, 2022, the Department of Commerce Bureau of Industry and Security (BIS) announced a new interim final rule: “Implementation of Additional Export Controls: Certain Advanced Computing and Semiconductor Manufacturing Items; Supercomputer and Semiconductor End Use; Entity List Modification”<https://www.bis.doc.gov/index.php/documents/about-bis/newsroom/press-releases/3158-2022-10-07-bis-press-release-advanced-computing-and-semiconductor-manufacturing-controls-final/file> (October 7 rule).

BIS’s October 7 rule amends the Export Administration Regulations (EAR) to implement new controls on advanced computing integrated circuits (ICs), computer commodities that contain such ICs, and certain semiconductor manufacturing items. Additionally, the rule expands controls on transactions involving items for supercomputer and semiconductor manufacturing end uses, for example, it expands the scope of foreign-produced items subject to license requirements for twenty-eight existing entities on the Entity List that are located in the Peoples' Republic of China (PRC, China). The October 7 rule also informs the public that specific activities of “U.S. persons” that ‘support’ the “development” or “production” of certain ICs in the PRC now require a license from BIS.

NIFA HSI PROGRAM: MEAT AND POULTRY PROGRAM DEADLINE EXTENDED TO 10/25, PLUS NEXTGEN FUNDING OPPORTUNITY AND LISTENING SESSION

Dear colleagues,

I wanted to share with you two pieces of information regarding Hispanic-serving Institutions and NIFA grants programs:

  1.  The deadline for the Hispanic-serving Education Grants Program Workforce Development in Meat and Poultry Processing Centers of Excellence has been extended to October 25, 2022. This deadline is only for the Meat and Poultry emphasis. Please see the funding opportunity at this page: https://www.nifa.usda.gov/grants/funding-opportunities/hispanic-serving-institutions-education-grants-program The NIFA webpage is in the process of being updated to reflect the new closing date. The informational webinar about the Meat and Poultry program can be found under Videos at this link: https://www.nifa.usda.gov/grants/programs/hispanic-serving-institutions-education-grants-hsi-program If you have submitted a proposal, you may revise it and resubmit an updated application via Grants.gov.

The FY23 RFA for regular, collaboration, and conference grants for general education projects will be released later this fall.

Reminder: NEXTGEN Funding Opportunity will provide up to $250 million in funding for scholarship support, experiential learning opportunities, and outreach and engagement programs to build awareness of agriculture-related career opportunities. Maximum award amounts range from $5,000,000 to $20,000,000. The deadline for submissions is November 15, 2022. Eligible applicants include the following:

  *   Hispanic-Serving Institutions

  *   1890 Land-grant Institutions (Historically Black Land-grant Universities)

NIFA Listening Session  NIFA is accepting input from stakeholders regarding research, Extension and education priorities of NIFA, mission is investing in and advancing agricultural research, Extension and education to solve societal challenges. The listening session is on November 2, 2022 from 8:30am-6pm ET. For the purpose of this opportunity, agriculture is defined broadly and includes research, Extension and education in food, fiber, forestry, range, nutritional and social sciences, including food safety and positive youth development. This listening effort will focus on the agricultural science that NIFA invests in, and not on NIFA processes or procedures.
