Subject: No escalation of 30% MTDC IDC rate for on-campus activities sponsored by California state agencies

Dear UC community,

Please note that UCOP will not escalate UC's indirect cost rate for California State-funded contracts and grants at this time.  The following statements remain true and unmodified:

  *   The UC indirect cost rate for on-campus state-funded activities is 30% MTDC.
  *   The UC indirect cost rate for off-campus state-funded activities is 25% MTDC.
  *   The state rates noted above do not apply when a state agency is acting as a Pass Through Entity under a federal award and UC is classified as a Subrecipient. In those cases, the appropriate federally negotiated rates apply.
  *   For "training" activities, a reduced rate of 8% MTDC will be accepted, consistent with NIH's F&A limitation for institutional training grants. This rate may be used for training grants that are in support of UC's educational mission, and does not apply in instances where a UC campus provides training to a state agency.
  *   Existing VSPs remain unchanged.

RPAC will update its website as soon as feasible.  Should your campus leadership support an exception to the above-noted rates for a particular project, please follow the existing process routing such request to REMS-Special Approval.
