[Research] FW: NEW Export Controls and Financial and Trade Sanctions against Russia

Dear Colleagues,

As you may be aware, the U.S. Government, along with its Allies and partners, continue to impose severe and immediate economic measures on the Russian Federation for its further invasion of Ukraine. On February 24, 2022, the U.S. Government issued a new series of export control measures and financial and trade sanctions, some of which may have an impact on university personnel and activities in, with, or in support of the Russian Federation.

Accordingly, UCR faculty and staff are advised to contact the Export Control Office<mailto:exportcontrol at ucr.edu> as soon as possible to assist with determining licensing requirements for any of the following activities, whether existing or planned:


  *   Research (including field research and telework) in Russia, Ukraine or Belarus
  *   Collaborations with an entity or person located in Russia, Ukraine or Belarus
  *   Procurement of any items or service from an entity or person located in Russia, Ukraine or Belarus
  *   Financial payments (i.e., transfer of funds) to or from any entity or person located in Russia, Ukraine or Belarus
  *   International shipments destined to Russia, Ukraine or Belarus
  *   Travel to Russia, Ukraine or Belarus

The Export Control Office will continue to monitor the situation and update the UCR campus as new developments arise.
