The Staff Recognition and Development (SRD) assessment rate for
Non-Represented Staff employees was increased to 1.34 percent from 0.5
percent (January to June 2006).  This temporary increase was necessary
to make up the shortfall created from July 2005 to December 2005 when
the assessment was set at 0.5 percent.  The correct assessment rate for
fiscal year 2005/06 is 0.92 percent per month.

 

We recently discovered that this temporary increase only affected
Non-Represented employees in the Management and Senior Professional
(MSP) staff personnel program.  The SRD assessment rate for the
Non-Represented Professional and Support (PSS) staff continued to be
assessed at the 0.5 percent.  This error was caused by an omission in
coding from the Office of the President.  We have been asked to increase
the assessment rate drastically for the last two months remaining in
this fiscal year to make up the shortfall.

 

The SRD assessment rate for the groups below for May and June 2006
earnings will be increased to 3.02 percent from 0.5 percent.

1.	Non-Represented (99) PSS employees
2.	UNCovered employees in the CX, EX, HX, K5, NX, PA, RX, SX, TX.

 

Note: This rate change will not affect the exclusively REPRESENTED
employees in the unions above or the Management and Senior Professionals
(MSP) because their current assessment rates are adequate.

 

Please note that the SRD assessment rate for the non-represented MSP and
PSS employees will revert back to 0.92 percent starting with July 2006
earnings.

On January 13, 2006, Human Resources sent the proposed guideline for the
Staff Recognition and Development Program for Non-Represented Staff
Employees.  The announcement mentioned that an annual assessment rate of
0.92 percent will be implemented for fiscal year 2005-06 in order to
create a pool of funds for the program.  

 

The Payroll/Personnel System (PPS) was updated in January 2006 to assess
1.34 percent for the Non-Represented Staff employees.   This rate will
be in effect until June 2006 earnings.  This higher rate, implemented
mid year, was necessary in order to make up for the amounts which were
not assessed from June 2005 to December 2005, when the assessment rate
was 0.50 percent.  The name on PPS for this program is still "IAP" and
your DOPE report headers will still say 'IAP'.   

 

The Incentive Award Program assessment rates for Represented Staff will
continue until further notice.  The rate is still .50 percent.  Our
