PPS USERS,

 

Here are some of the issues discussed at the PPS Users' group meeting
held on December 16, 2005 from 10:00am -11:30am.

 

1.   Parity Increase program for Non-represented Staff Employees
(FY2005-06)

During the past four years there has been limited funding for
non-represented career staff salary increases resulting in many salaries
falling significantly below the labor market, recruitment and retention
difficulties and the creation of salary inequities.  To begin to address
these market lags, parity funds have been provided by Office of the
President.  These funds are part of the recent "compact" between the
governor and UC.  The guidelines to assist the departments/control units
in the implementation have been sent out via PPS-NEWS as a separate
e-mail.

 

2.  Establishment of W-8BEN Date

A new release has been installed on PPS in support of a new data
element, 'W-8BEN Date'.  This date will be captured from W-8BEN form
when a non-U.S. citizen signs the UC W-8BEN form.  This date will assist
the Payroll office to code non-citizens properly for tax purposes.
Departments should update this data field on screen 'EALN' and inquiries
will be made through screen 'IALN'.  

 

3.  Non-Residents from Japan will now be coded under citizenship code
'N' (and not 'A')  and number of allowances claimed has been changed to
a maximum of one.

Due to a change in the tax treaty between the United States and Japan,
effective January 1, 2006 nonresidents from Japan are no longer allowed
to claim Federal withholding allowances for their spouses or dependents.
PPS editing has been changed so that a country code of 'JA' is no longer
allowed in conjunction with citizenship status code 'A'.  Citizenship
status code in the EDB for employees with country of residence 'JA' has
been changed from 'A' to 'N', and if those employees have more than one
withholding allowance (spouses or dependents are included), it has been
changed to one (employee only). 

 

4. Online Earnings Statement

PPS check write program has been modified to create a new online
earnings statement (OES) file for use in the UC For Yourself (UCFY) web
environment.  When implemented at our campus in March/April 2006,
employees on direct deposit will be directed to view and print their
statements online via UCFY application.  The default for this field when
implemented is 'Y' (online only).  Employees will need to 'opt-in' to
continue receiving the existing paper statements".  Departments will be
required to honor employees' requests by updating this field on screen
'ECHK.  An 'N' or blank means "employee will continue to receive a paper
advice".  The term 'Surepay' has been replaced on all PPS programs with
the more generic term 'Direct Deposit'. 



5. Online form W-2

UCOP is currently working on a new project that will be released and
installed in February 2006.  The Online W-2 module (OW2) will be a new
feature to UC For Yourself (UCFY) web application.  OW2 will allow
employees to view and print their W-2 for the current and past years
on-demand via UCFY website.  As an option, employees will be able to
download their W-2 information into any of six popular commercial tax
preparation software packages such as TurboTax (this feature may not be
available until 2007 for 2006 form W-2).  The Employee Data Base (EDB)
in the Payroll/Personnel System (PPS) will be modified to include a new
data element.  The new data element will be a single-character indicator
specifying whether an employee has "opted-in" (wants to go paperless),
or "opted-out" (wants to continue receiving paper copies).  W2's for tax
year 2005 will be distributed on paper as in the past.  OW2 will be used
for tax year 2005 reissues throughout 2006 (provided data is available
in time).
