[Poscgrad] clarification about Gabbert Awards

Hi all,

There was a bit of confusion about the Gabbert awards that I wanted to
clear up.

1. The deadline is May 17, 2024. This has been corrected in the attached
call for proposals.

2. Students must have passed their comprehensive exams to be eligible for
the Gabbert award.
