*Abstract:*
How does immigration enforcement affect public safety? Heightened
enforcement could reduce crime by deterring and incapacitating immigrant
offenders or, alternatively, in- crease crime by discouraging victims from
reporting offenses. We study the U.S. Secure Communities program, which
expanded interior enforcement against unauthorized im- migrants. Using
national survey data, we find that the program reduced the likelihood that
Hispanic victims reported crimes to police and increased the victimization
of Hispanics. Total reported crimes are unchanged, masking these opposing
effects. We provide evidence that reduced Hispanic reporting is the key
driver of increased victimization. Our findings underscore the importance
of trust in institutions as a central determinant of public safety.
*Bio:*
Emily Weisburst is an Assistant Professor of Public Policy at the Luskin
School of Public Affairs at the University of California, Los Angeles. Her
research focuses on topics in labor economics and applied microeconomics,
including criminal justice, education, and immigration. Professor Weisburst
earned her Ph.D. in Economics from the University of Texas at Austin in
2018, and her B.A. from Dartmouth College in 2008. While in graduate
school, she worked as a Staff Economist at the Council of Economic Advisers
in the Executive Office of the President and as a research associate for
the RAND Corporation on joint projects with the Texas Higher Education
Coordinating Board. Professor Weisburst's work has been published in
several academic journals including the American Economic Review: Insights,
Journal of Political Economy: Microeconomics, Journal of Human
Resources, and Journal of Policy Analysis and Management. Her work has
been funded by the Russell Sage Foundation, the Carnegie Foundation, and
the National Academy of Education, among other sources.
