A friendly reminder that Payroll Certifications under FAU should have been certified as of 12/31/2023.  As of today, there are 206 certifications pending-please see attached list.  Please coordinate certifications within your unit as soon as possible.

As follow-up to my 11/3/2023 email, the final annual payroll certification of salaries charged under the UCRFS FAU are now available for review and available for certification.  The attached list of federally funded awards require certification.  Please review the reports for your unit, enter adjustments and/or comments to assist your unit's Principal Investigators (PI) confirm the salaries charged to their awards.  Since this is a one-time transitional process, department PIWRS coordinators should coordinate the completion of certifications with your unit's PIs.  No automated notifications or reminders will be distributed to the PI.  All certifications must be completed in the PI Web Reporting System (https://piwrs.ucr.edu ) by December 31, 2023.  *You are receiving this message because you are listed as a PIWRS Coordinator in EACS.
As a reminder, in order to comply with federal costing policy (Uniform Guidance Section 200.430), salaries charged to federally funded projects must be substantiated. The University of California, Riverside (UCR) uses the Annual Payroll Certification as the verification process to provide confirmation that the salary and wages charged to an award are reasonable based on the work performed. This process complements the PI's monthly review of project expenditures.

Subject: Payroll Certification Fund Review-Notification #1--Final Under FAU/UCRFS

Dear PIWRS Coordinator,

This email serves as notification that the attached list funds require annual payroll certifications in the near future. This is the final certification that will be performed using UCRFS Fund and "FAU" coded payroll data.  Please begin gathering the following data to help facilitate the review process once the reports are distributed to your queue:

  *   Gather applicable cost sharing data (funds requiring cost sharing are noted in the attached list)
  *   Begin reviewing payroll expenditures to:
     *   Ensure employees funding changes have been recorded by querying Position Funding Report, HRDW and/or SuperDOPE
     *   Confirm required cost transfers were completed by querying SuperDOPE
     *   Identify manual journal entries (source JRV) that will need to be input on the payroll certification as an adjustment
        *   Tip: run a query in UCRFS Totals for the budget period associated with the payroll certification for the selected fund and Account Summary - ACSAL (SL, Academic Salaries) and STSAL (SL, Staff Salaries) for all source codes other than PLD and SCT
  *   Review the Comment (column G) and identify a suitable replacement to perform the certification if the PI list is no longer with UCR.  Email piwrsfeedback at ucr.edu<mailto:piwrsfeedback at ucr.edu> with the proposed update.

A follow-up email will be distributed once these partial year FAU Payroll Certification Reports become available.   Departments and PI's will be provided ample time to review and certify reports.  The new Payroll Certification process for charges under COA will be deployed after these FAU related certifications are addressed.
