[Office-of-research] Clarification of Campus Policy Implementing Regents Policy on Tobacco Industry Funding of Research

On September 20, 2007, the Regents approved RE-89, a resolution that
requires special review, approval and reporting procedures related to
submitting proposals seeking funding from tobacco industry sponsors.  The
campus implementation of this policy was recently revised after the Office
of the President clarified that RE-89 applies to all research regardless of
the funding mechanism (grant, contract, gift, "research services agreement,
or other mechanism, and regardless of whether the research is investigator
initiated.
