*Important USDA Update*



*Background*

The US Department of Agriculture (USDA) issued the following USDA Terms and
Conditions

(effective
12/31/2025) which are being incorporated into new awards and via certain
amendments to existing awards.  As previously mentioned in the Research
list-serv newsletter dated 4/10/2026, those new USDA terms are problematic,
resulting in twenty-one states joining together to file a Motion for a
Preliminary Injunction.

*Update*

Good news!  The court granted the Motion for a Preliminary Injunction
thereby enjoining the USDA from applying and enforcing the challenged
conditions to Plaintiff states (including California). *UCR may now proceed
with the acceptance and processing of USDA awards and making drawdowns* *(with
the inclusion of Reservations of Rights language provided this afternoon to
RED and EMF by the CA AG)*.

*NASA Grant Information Circular 26-02*


In accordance with Grant Information Circular 26‑02

Research Security Training Requirements, all covered individuals named on
NASA grant and cooperative agreement proposals will be required to attest
that they have completed research security training *prior to proposal
submission* beginning August 5, 2026. This attestation will be made by
signing a certification included in the NASA biographical sketch and
current and pending (other) support forms. To support your preparation,
NASA is providing advance copies of the updated forms that will be required
starting August 5, 2026 (see attached). The new attestation related to
research security training is highlighted within these documents.

Until that date, continue to use the current biographical sketch and
current and pending support forms available on the NASA Grant Operations
Management website

that would cap the number of Research Project Grants (RPGs)

NIH has not yet made any final decisions regarding implementation of such a
policy. Broad community input will help NIH better understand the potential

   - The optimal number of RPGs for the cap (2, 3 or 4)
   - Strengths and weaknesses of the proposed implementation strategies
