[Lilab] research proposal template

Hi All,

Jiang Shuang, a PhD student in our department, has shared with me the latex
template he used to prepare for his research proposal (for the oral
qualifying exam). For those of you who haven't advance to candidacy, please
use this template to prepare for your proposal in the future.

Additionally, please remember to upload your group meeting slides to the
shared google folder for any meetings starting from this summer.
